Jamie Miller, PE

President

Ms. Jamie Miller, P.E., began her career in 1996 as a design engineer. In 2005 she went to work for a construction company that focused on decentralized wastewater. In building an engineering group, she elevated the company to a design-build firm. In 2010 permitting and design in Texas became a key focus. Developing excellent working relationships with the TCEQ, utility districts, and local developers, she has established herself as a decentralized wastewater expert in Texas. With so much travel to Texas, it was fitting that her oldest child graduated from Texas A&M in Electrical Engineering. She is the proud mother of three children.

Jess Angelle, PE

Director of Engineering

Mrs. Jess Angelle, P.E., graduated from Louisiana State University in 2016 with a B.S. in Marine Biology and from the University of New Orleans in 2017 with an M.S. in Civil/Environmental Engineering. She has over eight years of experience in the Central Texas water/wastewater industry, including activated sludge wastewater treatment plants, lift stations, pumping stations, water treatment plants, water modeling, zebra mussel control systems, and construction administration/management. With her perseverance and hard work, Ms. Simpson quickly rose through the ranks and now leads the design team as the Director of Engineering. She loves to spend her free time outdoors with her family and her dog, Lola. Geaux Tigers!

Chris Lucero

Director of Construction Services

Mr. Christopher Lucero has been involved in industrial and municipal wastewater construction since 1995, focusing on construction management in 2006.  He has been involved in the design and construction of private decentralized treatment systems as small as 20,000 gallons per day and larger municipal treatment facility projects up to 250 million gallons per day across the western US.  He is experienced in all aspects of wastewater construction from breaking ground to final commissioning.  He is the proud father of three children and grandfather of one. He enjoys spending time with family and friends; camping, backpacking, hiking, fishing, prospecting and rockhounding.

Ash Upadhyaya, PE

Lead Project Engineer

Mr. Ashraya Upadhyaya, P.E., a civil/environmental engineer from Nepal, holds B.S. and M.S. degrees in Civil Engineering from the University of New Orleans, where he received awards for academic and research excellence. With over six years of experience in the Texas water/wastewater industry, he works on wastewater treatment projects at JA, including treatment plants, lift stations, water modeling, and discharge permitting. He enjoys tackling everyday challenges in design and project management, with a focus on practical and sustainable solutions. In his free time, he loves paddleboarding on Lady Bird Lake, reading history, playing soccer, and spending time with friends and family.

Janela Revilla, PE

Project Engineer

Ms. Janela Revilla, P.E., earned a bachelor’s degree in civil engineering from the University of New Orleans. Since graduating in 2018, she has built a diverse career in the engineering field. Starting with a role in construction, Janela gained hands-on experience in project planning and execution. She transitioned to stormwater and drainage design within the transportation sector and developed robust expertise in sustainable infrastructure solutions. At JA, she is currently focused on permitting, navigating regulatory frameworks to ensure compliance for effective project implementation. Outside of work, Janela enjoys exploring diverse culinary experiences in Austin and embracing the great outdoors.

Joshan Gajurel

Project Engineer

Mr. Joshan Gajurel earned his bachelor’s degree in Civil Engineering and began his professional career working on infrastructure and water-related projects in Nepal, gaining over two years of engineering experience. He later earned a Master of Science in Civil Engineering from Youngstown State University in Ohio, where he served as a Research Assistant and conducted concrete durability research through a National Science Foundation-funded project. His academic and professional background has provided him with a strong foundation in research, practical engineering design, and project development. At JA Wastewater, Joshan works on permitting and design for decentralized wastewater projects, including wastewater treatment facilities, lift stations, and pumping systems. In his free time, he enjoys traveling, exploring the outdoors, and spending time with friends and family.

Bill Ellis

Civil Designer, CAD Manager

Mr. Bill Ellis began his career as a mechanical drafter, working on the Saturn V Booster at Boeing. He later joined Hewlett Packard during the early development of desktop computers, where he specialized in surveying and civil engineering products. In 1987, he became a Civil CAD Technician and has spent more than 35 years as a CAD Designer and CAD Manager using AutoCAD and Civil 3D. He has supported site development, roadway design, water and wastewater system design, solid waste disposal, and other civil engineering projects for some of the largest firms on the West Coast. For the past 10 years, Bill has worked in a small company environment focused on water and wastewater treatment, where he enjoys the teamwork and the opportunity to contribute to the welfare of people and the environment. He lives in Santa Fe, New Mexico, and enjoys the clear skies, moderate weather, local art, and architecture.

Scott Martin

CAD Designer

Mr. Scott Martin graduated from Westwood College of Technology in 1999 with a degree in Architectural CAD. He has over 25 years of experience in drafting and has contributed to a wide range of projects across multiple drafting and engineering disciplines. Through his technical experience and attention to detail, Scott supports project teams with practical CAD and drafting solutions throughout project development. He is an avid gardener and enjoys spending his free time with his children and grandchildren.

Alana Cribbs

Executive Assistant

Ms. Alana Cribbs graduated from the University of Missouri in 2020 with a B.S. and a minor in Business. She began working with the company when it consisted of three employees and has assisted with its continued growth by supporting a wide range of administrative, organizational, and operational needs. As Office Manager, she helps keep daily office functions running smoothly through team coordination, internal processes, communication, training materials, and monthly task management. She has created training worksheets, helped establish company standards, and developed systems to streamline recurring responsibilities. With her adaptability and willingness to take on new challenges, Alana has also expanded her experience by assisting with project engineering permitting tasks. Outside of work, she enjoys cooking, traveling, reading, playing card and board games, and going on long walks.

Ruhayma Ali

Engineering Intern

Ms. Ruhayma Ali is an Environmental Engineering student at Texas A&M University with interests in wastewater treatment, environmental permitting, and sustainable infrastructure. Through the TEES Gas and Fuels Research Center, she has contributed to research focused on methane emissions, mitigation, and sustainability, including conference presentations and co-authorship on technical publications. As a Permitting Intern at JA Wastewater, Ruhayma assists with permitting and compliance efforts for decentralized wastewater treatment facilities across Texas. She is active in the Society of Women Engineers and the Association of Environmental Engineering Students, where she supports mentorship, outreach, and professional development initiatives. She enjoys learning the regulatory side of environmental engineering and gaining hands-on experience in the wastewater industry. In her free time, she enjoys baking, traveling, and spending time with family and friends.
